Richard (“Dick”) Anter
Richard (“Dick”) Anter was the President of Eaglerock Propane and Level Propane while it was under the management of Eaglerock Propane. He continued the customer payment check concealment scheme with John Verbos in 2002-2003 that had begun the previous year when the Verbos-Anter emails were written. He first became involved in Level Propane as a correspondent to John Verbos in his customer check concealment scheme of 2001-2002. He directed Verbos’ activities regarding this scheme, and monitored the outcome. Once he was appointed President of Level Propane, as part of the Eaglerock management team, he furthered the check concealment scheme by taking control of the incoming mail so that the customer payment checks could be isolated and concealed. This scheme dovetailed with the determination that a customer would be counted only if that customer took delivery of propane and paid for the propane between November, 2002 and April, 2003. Concealment of the checks served to reduce the customer count, essential to directing the going-concern assets to Eaglerock.
