John Verbos was the Chief Information Officer of Level Propane. He was also the owner of BV Technology, which claimed the rights to the Level Propane Operating System. He was also charter member of the scheme to seize control of Level Propane with John Rudd and “RB” in 2000. For brief period, just prior and after the Chapter 7 Involuntary Petition was filed, he was President of Level Propane. He was co-developer of the BV Module, the operating platform that coordinated Level’s centralized system. His claim to sole ownership of the program in competition with Level Propane, was the vehicle by which he could openly extract payment and favor during the Bankruptcy Proceeding. He was paid some $300,000 for the BV Module and remained with the going concern after the June, 2003 sale. He followed the going concern to Amerigas, where he was on the payroll until June, 2008.
His hidden activities are as vital to the story: he was one of John Rudd’s initial co-conspirators in 2000; he concealed customer payment checks with Richard Anter in the 2001-2002 and 2002-2003 heating seasons. He reconfigured the customer database and customer leased-tank database to exclude 40% of the customer base. He ran the concealed customers off a hidden set of records. He supervised the purging of the entire computer system not once, but twice, in his zeal to purge the system of historical data. The email records he sought to conceal are now being unencrypted and tell in writing the story here presented.
