John L. Wagner
John Wagner was a charter member of the scheme to seize control of Level Propane in 2000, discovered through the “RB” emails. He brought Elliot Lester into Level Propane on the pretext of his experience as a crisis manager. Operating in the spirit of the legendary Mr. Five Percent, Calouste Gulbenkian, who made his fortune on taking 5% of everything drilled in Kurdistan, John Wagner made his fortune here getting in on the ground floor in October, 2000, and smoothing over the scheme’s rough spots at every critical juncture. He was there when Betty Montgomery, Richard Jacobs’ special friend and Attorney General of Ohio initiated a consumer violations complaint against Level after it had been administratively settled so that Cindy Wagner, his wife, could dodge felony charges arising from an illegally operated landfill in Ravenna, Ohio, A & B Refuse. He was also there when Maloof was falsely accused of a morals charge, he was there assisting BFCA in their betrayal of Maloof in favor of the Bank Group, he was there installing a convicted felon, Elliot Lester, as a crisis manager, and he was there when Rudd moved to oust Maloof altogether just weeks before the bankruptcy.
